File Number: 23-217 <br />·The City Council annually authorized staff to apply for these funds. <br />·On May 16, 2022, by Resolution No. 2022-072, the City Council authorized the filing of a <br />claim with the MTC for allocation of TDA Article 3 funds for FY 2022-2023. <br />Committee Review and Actions <br />·On April 27, 2023, the Bicycle and Pedestrian Advisory Committee reviewed and <br />approved the proposed project for the use of TDA funds as required by the MTC. <br />Applicable General Plan Policies <br />·Policy T-3.2: Funding. Maximize the City’s eligibility for funding for bicycle and pedestrian <br />improvements, and aggressively pursue such funding to complete desired projects. <br />·Policy T-3.6: Pedestrian Environment. Improve the walkability of all streets in San Leandro <br />through the planning, implementing, and maintaining of pedestrian supportive <br />infrastructure. <br />·Policy T-3.7: Removing Barriers to Active Transportation. Reduce barriers to walking and <br />other forms of active transportation such as incomplete or uneven sidewalks, lack of <br />wheelchair ramps and curb cuts, sidewalk obstructions including cars parked on <br />sidewalks, trail gaps, wide intersections, and poor sidewalk connections to transit stops. <br />Environmental Review <br />The work to be performed is categorically exempt from the California Environmental Quality Act <br />according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 <br />“Existing Facilities”. <br />Financial Impacts <br />MTC allocated $141,443 in TDA funding to the City in FY 2023-2024, with no local match <br />requirement.
