Fortunately, BFWC already has in
place an agreement with the City to provide the types of services that are eligible for usage of
the HHAP County-awarded funds. BFWC is also capable of utilizing the funds to expand those
existing services as proposed by the amended contract. The expanded scope of services
includes additional services to individuals experiencing homelessness, and the provision of
interim housing services at two locations to provide unhoused individuals with a safe and
supportive environment as they are supported to rapidly obtain permanent housing.
Legal Analysis
The consultant has agreed to the terms of the contract. The City Attorney’s Office reviewed this
staff report, the contract, and the resolution to approve as to form.

Financial Impacts
The additional proposed contract cost of $238,700 will be used during the current 2022-2023
fiscal year using available County funds that were previously accepted and appropriated in
account 010-63-014-5120 .
ATTACHMENTS
Attachment A: Resolution authorizing amendment No. 2 to Building Futures with Women
and Children contract
Attachment B: Original CSA between City of San Leandro and Building Futures with
Women and Children
Attachment C: CSA Amendment No.1 between City of San Leandro and Building Futures
with Women and Children
Attachment D: Alameda County and the City of San Leandro Agreement for Mid-County
Shelters-Operating Subsidies.
Attachment E: Amendment No. 2 Scope and Cost Schedule
PREPARED BY: Pedro Naranjo, Human Services Manager & Eric Engelbart, Acting Human
Services Director
Page 2 City of San Leandro Printed on 5/31/2023
