City of San Leandro <br />City Council <br />Meeting Date: July 10, 2023 <br />Agenda Number: 10.g. <br />Agenda Section: ATS Review <br />File Number: 23-256 <br />File Type: Resolution - Council <br />Adopt a Resolution to Approve and Authorize the City Manager to Enter into a Project Funding <br />Agreement with the Alameda County Transportation Commission for Grant Funding for the Lewelling <br />Boulevard Streetscape Project , to Accept $2,207,000 in Grant Funds and to Authorize Appropriation <br />of $253,143 in Matching Funds <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY & RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to enter into <br />a project funding agreement with the Alameda County Transportation Commission for the <br />Lewelling Boulevard Streetscape Project . <br />BACKGROUND <br />Alameda County Transportation Commission (Alameda CTC) administers funding programs <br />consisting of Measure B, Vehicle Registration Fee, Measure BB, Transportation Fund for <br />Clean Air, and federal One Bay Area Grant Cycle 3 Programs for projects and programs that <br />benefit the Alameda County transportation system. The Comprehensive Investment Plan <br />(CIP) is Alameda CTC's near-term strategic planning and programming document through <br />which fund sources administered by Alameda CTC are programmed through a consolidated <br />process to maximize investments towards critical transportation infrastructure and program <br />operations needs that are essential for developing and maintaining the county's transportation <br />system. <br />In June 2022, the City applied for grant funding for the Lewelling Boulevard Streetscape <br />Project in the amount of $2,207,000 as part of Alameda CTC’s 2022 CIP. <br />The Lewelling Boulevard Streetscape Project proposes to improve the existing Class II bike <br />lanes on Lewelling Boulevard between Wicks Boulevard and Washington Avenue. The <br />protected Class IV bike lane conversion creates a barrier between bicyclists and vehicles and <br />traffic calming strategies, which would improve riding conditions along the corridor. <br />Analysis <br />Alameda CTC allocated $2,207,000 in local CIP grant funding to the City in FY 2023-2024 <br />and 2024-2025 for the Lewelling Boulevard Streetscape Project, with a local match of 11.7%, <br />which is $253,143.
