<br />Consulting Services Agreement between City of San Leandro and Last revised 08/24/2022 <br />Jensen Hughes, Professional Investigations for Police Workplace Investigations Exhibit C – Page 1 of 2 <br />EXHIBIT B <br /> <br />COMPENSATION SCHEDULE & REIMBURSABLE EXPENSES <br /> <br /> <br />PROFESSIONAL FEES <br /> <br />For this effort, Consultant will discount its GSA rates from the approved hourly rate of $378 for subject <br />matter experts to a blended rate of $278.18 per hour, a discount of 26.4 percent. <br /> <br />Consultant estimates this project will require 85 hours of its team’s services to complete Phase One of the <br />work, and 45 hours to complete Phase Two, resulting in a combined total of 130 hours and a cost of <br />$36,163.40 for both phases of the work. This estimate is based upon having two of its team members on <br />the ground in San Leandro conducting investigative and assessment work as well as conducting remote <br />interviewing, follow-up research work, and completing the writing for the final report. <br /> <br />These are estimated hours to complete the work; an investigation such as this might reveal additional <br />individuals who may need to be interviewed or additional video or data that may surface requiring <br />investigative attention. However, Consultant’s estimates are based on its experience conducting such <br />investigations for other similarly situated municipalities. Work conducted above the estimated hours would <br />be billed at the discounted hourly GSA rate noted, but only with pre-approval for the hours by City. <br /> <br />Consultant anticipates this work could be completed within a six- to eight-week timeframe once its team <br />members are on the ground and if the individuals who need to be interviewed are available. Consultant’s <br />timeline also depends on the ability of City to provide data required for the investigation. <br /> <br />COVID-19 restrictions and/or health protocols may impact Consultant’s ability to conduct some of its <br />activities on site, which would reduce travel expenses to the extent its assessment efforts are conducted <br />virtually though online communications platforms. <br /> <br />Expenses: Consistent with standard consulting industry practice, Consultant bills expenses as incurred, <br />with a 13.8% General and Administrative (G&A) charge. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />DocuSign Envelope ID: EDC772C9-2BDE-4A7E-A820-7271763EE6D5
