<br />Consulting Services Agreement between City of San Leandro and Hargis & Associates for Lieutenant <br />Promotional Exam Last revised Last revised 05/30/2023 | Exhibit A – Page 1 of 2 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />I. SUMMARY OF PROPOSAL <br /> <br />Hargis & Associates proposes to develop and administer a job-related, content-valid promotional <br />examination for the position of Lieutenant in the San Leandro Police Department. <br /> <br />General Examination Process <br /> <br />We will place an extreme emphasis on test security. All work will be performed with the help of a small <br />group of subject matter experts (SMEs) from the Department. <br /> <br />We will work closely with the Department and Human Resources to design exercises and facilitate test <br />administration. We will adhere to the recommended exam timeline and minimize staff time commitments. <br />Consistency with testing requirements and civil service regulations will be ensured. With the input of SMEs, <br />we will develop an exam for the Department with unique content that tests for critical skills required of <br />Lieutenants. <br /> <br />Examination <br /> <br />We will develop an exam with exercises that measure KSAs required for effective job performance. <br />Exercise content and rating guidelines will be unique to the Department. All exercise materials and rating <br />guidelines will be reviewed with SMEs. <br /> <br />We will develop four exercises. One exercise will involve an in-person interaction with raters. We will <br />develop three other situational exercises that will be conducted via Zoom with screens off, or with phones. <br />The City/Department will be responsible for setting up th e computers and technology for the Zoom (or <br />phone) exercises. The City/Department will be responsible for assigning all necessary staff persons to be <br />present throughout the day to manage and administer the Zoom (phone) exercises. <br /> <br />We will provide the candidates with orientation materials before the exam. We will describe the basic <br />principles of testing and exams, preparation strategies, and the different types of exercises to be expected. <br /> <br />We will conduct an in-depth rater training session to guide evaluation of exercises. Detailed rating <br />guidelines with explicit behavioral anchors will be developed to ensure accurate, reliable evaluations. We <br />will be responsible for recruiting the public safety assessors. If the City/Department desires any community <br />assessors, the City/Department will be responsible for recruiting those raters. We will recruit 2 -3 public <br />safety assessors for each of the exercises. The exact number of assessors for each exercise will be <br />determined by the consultant and will be based on assess or availability. <br /> <br />We will be responsible for administering the exam with logistical support from the Department/HR. We will <br />be responsible for all exercise and candidate scheduling.
