IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONSULTING SERVICES AGREEMENT WITH TOWNSEND PUBLIC AFFAIRS FOR STATE LEGISLATIVE ADVOCACY AND GRANT PILOT PROGRAM SERVICES THROUGH JUNE 30, 2024 FOR A TOTAL NOT TO EXCEED AMOUNT OF $96,000 WHEREAS, on February 18, 2014, the City Council authorized the City Manager to enter into a one-year agreement for $60,000 between the City of San Leandro and Townsend Public Affairs (TPA), for the provision of state level advocacy services; and WHEREAS, the agreement with TPA for state level advocacy services was subsequently reauthorized each year since 2014 at the same $60,000 rate; and WHEREAS, on June 21, 2021, the City Council authorized an expansion of the scope of TPA’s services agreement to include the provision of grant writing support to the City in an amount not to exceed an additional $36,000 annually (for a grand total of $96,000); and WHEREAS, Townsend Public Affairs has provided the City Council and the City’s administration with excellent service representing the City of San Leandro’s interests at the State level and in pursuing state and federal grants; and WHEREAS, the City Council desires to continue its relationship with Townsend Public Affairs through June 30, 2024 in an amount not to exceed $96,000; and WHEREAS, the City Council also desires Townsend continue its grant writing and program support through next fiscal year and report back the program’s outcomes; and WHEREAS, a corresponding appropriation for this proposed agreement is already incorporated into the proposed Fiscal Year 2023-2024 budget; and WHEREAS, Townsend Public Affairs has agreed to the terms of the contract pending Council approval; and WHEREAS, the City Council is familiar with the contents of the agreement; and WHEREAS, the City Manager recommends approval of said agreement. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: That said amendments to the agreement are hereby approved and execution by the City Manager is hereby authorized.
