City of San Leandro <br />City Council <br />Meeting Date: July 10, 2023 <br />Agenda Number: 10.b. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-325 <br />File Type: Staff Report <br />Motion to Adopt the City of San Leandro Community Police Review Board’s Administrative Procedures <br />SUMMARY AND RECOMMENDATIONS. <br />Consistent with the unanimous recommendation of the Community Police Review Board, City <br />staff recommends that the City Council adopt the attached administrative procedures for <br />incorporation into the City of San Leandro Administrative Code. <br />BACKGROUND <br />On April 4, 2022, the City Council adopted an ordinance establishing the Community Police <br />Review Board (CPRB) and Independent Police Auditor (IPA) functions, with the following goals: to <br />increase public trust, increase accountability, ensure that police operations reflect community <br />values, and, in cooperation with the IPA, ensure prompt, impartial, and fair investigations of <br />complaints brought by members of the public against Police Department personnel. <br />A diverse pool of over 50 community members subsequently applied to serve on the CPRB and <br />the consulting firm IntegrAssure, Inc. was hired by the City Manager and ratified by the City <br />Council to serve as the Independent Police Auditor (IPA). The CPRB board members were <br />subsequently sworn in before the City Council on September 19, 2022, and the Board held its first <br />public meeting on October 19, 2022. <br />At the time of adoption of the above-referenced ordinance establishing the Board, it was <br />acknowledged that City staff would work with the CPRB to support the Board’s development of its <br />administrative procedures. It is standard practice for City boards and commissions to have such <br />procedures, which are intended to complement the provisions of their enabling Ordinances and to <br />further clarify how they operate and carry out their function. Following extensive discussions and <br />multiple rounds of iterations involving the CPRB, a Board ad hoc committee, and City staff, on <br />May 19, 2023 the CPRB voted unanimously to recommend that the attached procedures be <br />submitted to the Council for its review and adoption for inclusion in the Administrative Code. <br />Fiscal Impacts <br />None.
