City of San Leandro <br />City Council <br />Meeting Date: July 10, 2023 <br />Agenda Number: 10.g. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-340 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to enter into a lease agreement with <br />Craig Martin, not individually but as a trustee of Henry Crown Grandchildren Trust II for tenancy of 3199 <br />Alvarado Street, San Leandro, CA 94578 <br />SUMMARY <br />The lease premises located at 3199 Alvarado Street, San Leandro, CA. 94578, is approximately <br />1.974 acres. It will be used by the City of San Leandro for outdoor storage and a temporary <br />holding facility for animals. The location parallels the City of San Leandro’s Corporation Yard, <br />located at 14200 Chapman Road. The address of 3199 Alvarado Street is currently used by the <br />City as an extension of the corporation yard as an outdoor storage for police department vehicle <br />storage, and storage of oversized evidentiary items. <br />RECOMMENDATIONS <br />Staff recommends the City Council adopt a resolution to accept the lease agreement beginning <br />January 1, 2023, and ending December 31, 2023 (Initial Term). The cost of the lease is $1.00 <br />(one dollar) as a fixed amount annually. The Initial Term of this Lease shall be renewed <br />automatically for an additional one (1) year term at the expiration thereof and, subsequently, each <br />renewal term shall be extended for an additional one (1) year term until either party gives written <br />notice to the other at least ninety (90) days prior to the expiration of the then current term. <br />BACKGROUND <br />Staff is unaware of the exact date since historical recordkeeping is unavailable; however, staff <br />believes that the City of San Leandro began using additional space at 3199 Alvarado Street as <br />an attachment to the Corporation Yard in the early 1990s. The use included: <br />·The storing of private vehicles that were considered evidence in police investigations. <br />·Short-term holding of stray or found animals. <br />·Evidence storage in Conex containers. <br />·Storage of decommissioned police vehicles before their disposition. <br />Staff learned the current owners of 3199 Alvarado Street would prefer to enter into a lease with <br />the City and allow the City to keep the stored items on-site. <br />Analysis <br />The lease agreement will allow the City to utilize the approximate 1.974 acres of land for outdoor <br />storage of private vehicles parked and stored for evidence; short-term holding location for <br />stray/found animals; stored evidence in Conex containers and for storage of decommissioned <br />police vehicles. It is the City’s understanding that this formal action of the City Council is <br />necessary for the Lessor’s purposes as a trust, including but not limited to tax purposes. <br />Page 1 City of San Leandro Printed on 7/5/2023
