City of San Leandro <br />City Council <br />Meeting Date: July 17, 2023 <br />Agenda Number: 10.c. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-243 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute an Amendment No. 3 to an <br />Existing Consulting Services Agreement with Noll & Tam Architects for Design Services for the <br />Mulford-Marina Branch Library, Project 2018.2400; to Increase the Amount of Compensation from <br />$366,047 to $848,884; and to Extend the Term of the Contract to December 31, 2026 <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Sustainability & Resiliency <br />SUMMARY <br />This contract amendment provides for the resumption of design services and additional scope of <br />work for the Mulford-Marina Branch Library. <br />RECOMMENDATIONS <br />Staff recommends the following: <br />·Approve and authorize the City Manager to execute a Consulting Services Agreement <br />Amendment No. 3 with Noll & Tam Architects that: <br />o Increases the contract amount from $366,047 to $848,884; and <br />o Extends the existing contract to December 31, 2026. <br />BACKGROUND <br />The City has continuously provided library services to the community since 1906 and today <br />operates a main library plus three branch libraries. The City library services are enhanced and <br />supported by the Friends of the San Leandro Library and the San Leandro Library Foundation. <br />The existing Mulford-Marina Branch Library, located at the intersection of Aurora Drive and <br />Fairway Drive, has operated since 1962 in a 1,200 square foot building that has reached the end <br />of its useful life. In 2018, the City identified funding, related to the San Leandro Shoreline <br />Development, for the replacement of the branch library building. The project proposed a new <br />larger 2,500 square foot building to house a collection of over 15,000 items, a meeting room, <br />computer work stations or lounge seating areas with computer access and utilization of updated <br />library technologies. The new building will be designed to meet Leadership in Energy and <br />Environmental Design (LEED) Silver rating. <br />The library site is nestled in the Mulford Gardens neighborhood on the west side of the City and is <br />also close to Monarch Bay Drive and the proposed new Shoreline Development.
