18 <br /> <br />By law, no member of the Council, an employee of the City, or any other person <br />required to be present during a closed session shall disclose to any person the content <br />or substance of any discussion which took place during the closed session unless <br />disclosure is authorized by a majority vote of the Council. <br /> <br />MEETING NOTICES <br />The City Clerk is responsible for posting notices of all City Council meetings including <br />Work Sessions. The City Clerk will post meeting notices in accordance with applicable <br />state and local laws. The Clerk’s Office must post a copy of the agenda on the notice <br />board outside the East 14th Street main entrance to the Civic Center, not less than 72 <br />hours before each regular meeting, and not less than 24 hours before each special <br />meeting to be held by the City Council. Notices may also be included on public <br />access or electronic media, such as the City’s website and cable television. The <br />agenda shall also be available to the general public by noon on Friday before the City <br />Council Meeting scheduled. Agendas are also available by email subscription from <br />the City website, or by mail when self-addressed postage paid envelopes are <br />provided. <br /> <br />MEETING ATTENDANCE <br />If any Councilmember cannot attend a meeting, he or she must notify the City <br />Manager, City Clerk and the Mayor as soon as possible, but in no event later than <br />noon the day of the meeting. <br /> <br />RULES OF ORDER <br />The proceedings of the Council shall be governed, unless otherwise stated, under <br />“Robert’s Rules of Order, As Amended” on all matters pertaining to parliamentary law; <br />however, no action of the Council shall be invalidated, or the legality thereof <br />otherwise affected by the failure or omission to observe or follow said rules. <br /> <br />PERSONS AUTHORIZED TO BE WITHIN PLATFORM <br />No person except City officials shall be permitted within the platform area in front of <br />the Council table without the invitation or consent of the Presiding Officer. <br /> <br />WHAT CONSTITUTES A QUORUM <br />A majority of the Council shall constitute a quorum for the transaction of business. <br />(Section 325, City Charter) <br /> <br />DAIS TIPS <br />The Council Chambers are equipped with a system that provides microphones and <br />video recording equipment at the dais, City Clerk table, staff tables, and podium. The <br />public address system not only provides a means for the audience to hear all of a <br />speaker’s comments but is also directly tied into a recording system that creates a <br />record of the meeting. Be sure to turn the microphone off when you are finished <br />talking, during recess, and after a meeting.
