City of San Leandro <br />City Council <br />Meeting Date: July 17, 2023 <br />Agenda Number: 13.a. <br />Agenda Section: ACTION ITEMS <br />File Number: 23-333 <br />File Type: Staff Report <br />COUNCIL PRIORITY <br />·Public Safety <br />SUMMARY <br />The City Council has taken steps to initiate the employee cost-sharing process with CalPERS for <br />“Unrepresented Executive Safety Employees” who are not part of a bargaining unit. <br />Unrepresented executive safety employees, which includes the Police Chief, agree to pay a <br />portion of the employer’s CalPERS contribution. <br />The next step in the process is for the City Council to adopt an ordinance to authorize an <br />amendment to the contract between the San Leandro City Council and the Board of <br />Administration of the California Public Employees’ Retirement System (CalPERS) as allowed by <br />Section 20516 of the Public Employees’ Retirement Law (Employees Sharing Additional Cost). <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt an ordinance to approve an amendment to the <br />City’s contract with the California Public Employees’ Retirement System (CalPERS) to allow <br />employee cost sharing of the employer contribution rate. <br />DISCUSSION <br />In order to implement the cost sharing provision for Unrepresented Executive Safety Employees, <br />the Council must amend the City ’s contract with CalPERS. The Resolution of Intention was <br />adopted, and the Ordinance was introduced at the City Council meeting on June 20, 2023. On <br />June 22, 2023, a ballot election was conducted, and the result was verified approving the contract <br />amendment for the cost sharing provision. <br />A final reading of the Ordinance is presented to the City Council for adoption. If adopted, the <br />contract amendment will be effective September 1, 2023, which is 30 days after the adoption of <br />the Ordinance and the first day of a payroll period. <br />Previous Action <br />On April 3, 2023, by Resolution No. 2023-035, the City Council approved the Resolution between <br />the City of San Leandro and Unrepresented Executive Safety Employees and executed <br />Amendment no.1 to the Employment Agreement for Police Chief Abdul Pridgen, and a Resolution <br />Page 1 City of San Leandro Printed on 7/12/2023
