Hart for Emergency Preparedness Consulting Services Exhibit B – Page 1 of 2 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Consultant agrees to manage a variety of activities related to the collecting, analyzing, planning, <br />and implementing of City's emergency response systems, services, and requirements; provide <br />information to staff, outside organization's and the public regarding emergency response <br />planning and systems, and perform related work as required. <br /> <br />Consultant Functions: <br /> Manages plans, organizes, directs and evaluates emergency management functions and <br />programs, including plans, emergency operating procedures, and incident response <br />plans; <br /> Mentor and develop key internal City staff on the roles and responsibilities of Emergency <br />Preparedness and Management principles; <br /> Develop Standard Operating Procedures in coordination with appointed staff; <br /> Prepare program effectiveness reports for the City Manager or her designee to consider; <br /> Manages, coordinates and conducts staff training in emergency preparedness, response <br />and recovery practices; assesses Citywide training needs and develops training <br />programs; <br /> Recommends utilization of emergency response personnel, equipment and supplies <br />during emergencies. <br /> Support Human Services Department with Community Ambassador Program <br />Deliverables: <br />Per the City Council Safety Plan implemented by the Chief of Police on 6/20/2023: <br /> August 15, 2023: Finalize technology recommendations for EOC, alternate EOC, and <br />DOCs. <br /> September 26, 2023: Work with existing partnerships to develop and shelter and care <br />training for staff. <br /> October 20, 2023: Review and recommend changes to evacuation plans prior to the <br />Great Shakeout for internal departments. <br /> October 26, 2023: Work with the County to ensure staff participate in County-wide or <br />regional activations and trainings. <br /> March 15, 2024: Develop training plan and train staff on new Emergency Operations <br />Plan components with full-scale exercise. <br />DocuSign Envelope ID: FC24B986-8DA6-46D2-8929-47308045E445
