City of San Leandro <br />City Council <br />Meeting Date: September 5, 2023 <br />Agenda Number: 5.d. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-381 <br />File Type: Staff Report <br />Adopt a Resolution to Amend the San Leandro City Employees’ Association Salary Schedule to Revise <br />Code Enforcement Officer to Community Preservation Officer I, Code Enforcement Supervisor to <br />Community Preservation Supervisor, and to Add the Community Preservation Officer II Classification <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and adopt a resolution to amend the salary <br />schedule for the San Leandro City Employees’ Association to modify the Code Enforcement job <br />classification series to Community Preservation classifications. <br />BACKGROUND <br />The Code Enforcement Division in the Community Development Department has grown <br />substantially in recent years. The program seeks to partner with property owners, business <br />owners, and residents to maintain San Leandro as a desirable place to live, work, and shop. It <br />handles a subset of enforcement efforts (Community Preservation Ordinance, Weed Ordinance, <br />Zoning Code and Business License Tax ), while other city departments and divisions oversee <br />enforcement of a variety of codes and regulations. <br />Both, Code Enforcement Officer and Code Enforcement Supervisor classification specifications <br />have not been updated in a comprehensive manner for many years, and given expanded <br />responsibilities to their roles, to help the City attract experienced staff and to ensure the ongoing <br />success of the Division, provided an opportunity for a thorough review. During the current budget <br />process, City Council approved an additional position to assist with a further increase in the <br />division workload related to enforcement efforts. <br />Analysis <br />San Leandro City Employees’ Association Salary Schedule <br />The Code Enforcement Supervisor classification would be revised to Community Preservation <br />Supervisor, which would provide direction and supervise the work of staff performing community <br />enforcement and compliance duties; plan and coordinate a comprehensive Community <br />Preservation Program, including identification, investigation, and correction of violations of <br />Page 1 City of San Leandro Printed on 8/30/2023
