COUNCIL PRIORITY <br />• Housing and Homelessness <br />• Infrastructure <br />• Community & Business Development <br /> <br />SUMMARY <br />HUD annually allocates grants such as CDBG and Home Investment Partnerships <br />Program (HOME) to local jurisdictions for community development activities. San <br />Leandro is one of nine entitlement jurisdictions in Alameda County. As a requirement to <br />receive these entitlement grants, Title I of the National Affordable Housing Act mandates <br />that jurisdictions prepare a five-year Consolidated Plan, Annual Action Plan, and a <br />CAPER. The 2020-2024 Consolidated Plan was adopted by City Council on June 15, <br />2020. The FY 2022-2023 Annual Action Plan was adopted by City Council on May 15, <br />2023. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the City Council 1) hold a public hearing on the FY 2022-2023 <br />CAPER; 2) adopt a resolution to approve the FY 2022-2023 CAPER; and 3) authorize <br />the City Manager to execute all related documents and submit the CAPER to HUD. <br /> <br />BACKGROUND <br /> <br />The CAPER is an annual document that outlines the progress the jurisdiction has made <br />in carrying out its strategic plan and its Annual Action Plan. The CAPER is an overview <br />of major initiatives and highlights that were proposed and executed throughout the <br />program year. The CAPER consists of specific program narratives, an assessment of <br />annual performance, and an assessment of progress toward meeting goals and <br />objectives contained in the Consolidated Plan. The FY 2022-2023 CAPER (Attachment <br />Ex A1) covers the City’s CDBG accomplishments from July 1, 2022 - June 30, 2023, <br />and represents the third year of the 2020-2024 Consolidated Plan. The final CAPER will <br />be submitted to HUD by the September 28, 2023 deadline. <br />
