CAPER 20 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />adopted related amendments to the General Plan Land Use Element. Related Zoning Code & <br />Map Amendments were also adopted to remove barriers to housing production & facilitate <br />development of housing near transit, in alignment with sustainability goals. <br />Activity 2.e: <br />Participating jurisdictions will continue to aim to implement the programs described in their <br />Housing Elements within the current Housing Element planning period. <br />Accomplishments in FY 22-23: In April 2023 the City of San Leandro submitted its Annual <br />Progress Report (APR) for the 2015-2023 Housing Element to the California Department of <br />Housing and Community Development (CA HCD). The State also certified the City’s 2023-2031 <br />Housing Element in February 2022. <br />Activity 2.f: <br />Participating jurisdictions will continue to incorporate these Regional Analysis of Impediments <br />(AI) goals into their 5-Year Consolidated and Annual Action Plans. <br />Accomplishments in FY 22-23: This Matrix will be added to the HUD CAPER in compliance with <br />this Fair Housing Activity. <br />Activity 2.g: <br />The participating jurisdictions will continue to prepare a Consolidated Annual Performance <br />and Evaluation Report (CAPER) that evaluates the progress towards these Regional AI goals. <br />Accomplishments in FY 22-23: This Matrix will be included in the HUD CAPER in compliance <br />with this Fair Housing Activity. <br />Activity 2.h <br />As needed, participating jurisdictions will work together to continue to commission market- <br />based surveys of current market-rate rents in the Oakland-Fremont HUD FMR Area (Alameda <br />and Contra Costa Counties) in an effort to seek adjustment to HUD FMR standards for the <br />area; and will advocate to HUD for the revision of FMR calculations/methodology. <br />Accomplishments in FY 22-23: In FY 22-23 it was not necessary to conduct a FMR study to <br />adjust the HUD-approved amount. <br />Regional Goal #3: Rental Subsidies – Promote and implement new fair housing laws that protect <br />recipients of rental subsidies from discrimination by landlords. <br />Activity 3.a: <br />Educate tenants and landlords on new fair housing laws.
