Shelter is in the process of completing necessary modernization and code <br />compliance including Americans with Disabilities Act (ADA) requirements. The <br />City supplemented CDBG funding for this project in FY 2022-2023 with <br />unallocated federal American Rescue Plan Act (ARPA) funding. Renovation work <br />will begin and be completed in FY 2023-2024. <br />7. The Lewelling Shelter & Drop-in Navigation Center is the second of two shelter <br />facility improvement projects. The City applied for State Project Homekey <br />Program Round 3 funding in June 2023 and is still awaiting the grant funding <br />decision from the State. The City is leveraging allocated federal CDBG and <br />HOME funds, along with other State and local funding sources as part of its <br />Homekey proposal. <br />8. RTO Minor Home Repair Program provided 11 housing rehabilitation grants to <br />households with either extremely low-, very low- or low-income senior <br />homeowners and/or disabled persons. <br />9. ECHO Fair Housing Program assisted 26 individuals with fair housing complaints <br />in helping the City affirmatively further fair housing per federal mandate. <br /> <br />In FY 2021-2022, the City allocated $150,000 in CDBG funds to the non-profit RTO to <br />ensure compliance with federal Lead-Safe Housing regulations as part of the City’s use <br />of federal CDBG-CV funding (CARES Act funding for emergency purposes during the <br />COVID-19 pandemic that began early 2020). The City allocated its CDBG-CV for <br />emergency rental assistance to assist eligible lower income renters who were unable to <br />earn income due to COVID-19. Rental units that received more than 3 months of ERAP <br />assistance needed to be assessed for compliance with federal Lead Safe requirements. <br />Over the last two fiscal years, RTO completed this program by assessing and affirming <br />compliance for over 85 rental units in 110 properties in San Leandro. <br /> <br />Summary of Public Outreach Efforts <br /> <br />Per HUD regulations, the City is required to make the CAPER available for public <br />comment for a minimum of fifteen days. The 2022-2023 CAPER was made available on <br />the City’s website (www.sanleandro/housing), at City Hall, the Main Library, the Marina <br />Community Center, and the San Leandro Senior Community Center from August 18 - <br />September 18, 2023. <br /> <br />A public notice was published in the East Bay Daily Review on August 18, 2023, and <br />emailed to the City’s CDBG interest list.
