<br />8/30/2023 7:23:22 PM Page 8 of 16 <br /> <br />State of California – Office of Traffic Safety <br />GRANT AGREEMENT <br />Schedule B-1 <br />GRANT NUMBER <br />PS24035 <br /> <br />BUDGET NARRATIVE <br />PERSONNEL COSTS <br />Senior Transportation Engineer - Senior Engineer will administer and manage requirements and objectives <br />of grant agreement. Traffic engineer will plan, deploy, and analyze radar trailers and data collection devices; <br />select appropriate countermeasures to mitigate traffic issues. Will oversee staff to coordinate with residents <br />and Police Department for deploying speed trailer; plan, deploy, review and analyze video and data captured <br />by data collection devices; construct quick-build installations based on data collected and identified <br />countermeasures; manage contracts between City and Contractor related to the location and installation of <br />the rapid rectangular flashing beacons (RRFB); plan, coordinate and perform outreach and engagement for <br />special events, media posts and potential quick-build improvements; submit quarterly reporting and invoicing <br />to OTS. <br />Senior Transportation Engineer - Benefits - Claimed amounts must reflect actual benefit costs for straight <br />time or overtime hours charged to the grant. <br />Traffic Engineer - will assist in administering the grant and monitor the services provided by the contractors. <br />Traffic Engineer - Benefits - Claimed amounts must reflect actual benefit costs for straight time or overtime <br />hours charged to the grant. <br /> <br />TRAVEL EXPENSES <br />In State Travel - Costs are included for appropriate staff to attend conferences and training events <br />supporting the grant goals and objectives and/or traffic safety. Local mileage for grant activities and <br />meetings is included. All conferences, seminars or training not specifically identified in the Budget Narrative <br />must be approved by OTS. All travel claimed must be at the agency approved rate. Per Diem may not be <br />claimed for meals provided at conferences when registration fees are paid with OTS grant funds. Approved <br />travel includes costs for the City of San Leandro Senior Transportation Engineer and Traffic Operations <br />Engineer to attend the ITE Western District Conference (Sacramento, CA 7/23-7/26/2024) and the OTS <br />California Traffic Safety Summit in Orange County, November 7-8, 2023. <br /> <br />CONTRACTUAL SERVICES <br /> - <br />EQUIPMENT <br />Radar Trailer - Trailer with radar to measure and display the speed of vehicles. Costs may include trailer, <br />computer software, and modifications such as generator, paint, graphics and lighting. The purchase of this <br />item must comply with the Buy America Act 23 U.S.C. 313 listed in Appendix A of this grant agreement. <br />Electronic Traffic Data Collection Device - Portable, camera-based traffic data collection device. <br />The purchase of this item must comply with the Buy America Act 23 U.S.C. 313 listed in Appendix A of this <br />grant agreement. <br />Rectangular Rapid Flashing Beacons - Pedestrian-actuated conspicuity enhancements used to supplement <br />warning signs at uncontrolled, marked crosswalks at intersections or mid-block. The device includes two <br />rectangular shaped yellow indications, each with an LED-array-based light source, that flash with high <br />frequency when activated. RRFBs feature flashing, high-intensity LEDs that alert motorists that pedestrians <br />are using the crosswalk. <br /> <br />The purchase of this item must comply with the Buy America Act 23 U.S.C. 313 listed in Appendix A of this <br />grant agreement. <br />OTHER DIRECT COSTS <br /> - <br />INDIRECT COSTS <br /> - <br />STATEMENTS/DISCLAIMERS <br />There will be no program income generated from this grant. <br /> <br />Benefits for personnel costs can only be applied to straight time or overtime hours charged to the grant.
