Increase bicycle helmet usage. <br />B. Objectives: Target Number <br />1. Participate in traffic safety fairs and/or community events with an effort to reach <br />individuals. <br />4 <br />2. Identify straight time personnel and report on activities completed. Include any <br />vacancies or staff changes that have occurred. <br />4 <br />3. Analyze traffic data reports generated by software included with the traffic data <br />collection cameras and speed trailers. Analysis to include recommendations for <br />various safety enhancements such as RRFB’s, crosswalks, signage, speed <br />humps, bulb-outs, delineators and Tuff curbs. <br />3 <br />4. Outreach to the community via social media or public events to educate the <br />community how to interact with RRFB’s, new street and intersection design <br />elements, and mitigation strategies <br />4 <br />5. Place each of two new cameras that can be moved as necessary to capture traffic <br />patterns, driver behavior, and other valuable traffic data to aid in traffic calming <br />implementation. Placement will be one day to one-week depending on the type of <br />data to be collected. <br />150 <br />6. Place two new speed radar trailers for a period of two weeks at each location, <br />using one trailer in each direction to alert potential speeding problems on local, <br />residential streets, and streets near school areas to calm traffic speeds throughout <br />the City. <br />20 <br />7. Purchase and install two (2) new Rectangular Rapid Flashing Beacons at <br />Pedestrian crossings that are on the City’s list and have been identified as High <br />Risk Crossings in need of Traffic Calming. Placement on this list is based on <br />resident requests, accident history, speed data, roadway width and vicinity to <br />schools, commercial areas, and other places of interest. <br />2 <br />8. Purchase two new speed radar trailers in addition to City’s sole radar trailer to alert <br />potential speeding problems on local, residential streets, and streets near school <br />areas to calm traffic speeds throughout the City. <br />2 <br />9. Purchase two new traffic data collection cameras which are cameras that can be <br />moved as necessary to capture traffic patterns, driver behavior, and other valuable <br />traffic data to aid in traffic calming implementation. <br />2 <br />10. Report on any grant funded travel other than local mileage, such as conferences <br />and/or trainings. <br />1 <br />11. Track and monitor quarterly traffic safety issues reported to the 311 system. In <br />addition, City staff will input safety issues into the 311 system that arrive by other <br />means such as emails, phone calls, community meetings, city hall meetings, drop <br />by appointments and newspaper articles and letters to the editor. The traffic <br />reports will be generated by data collection devices, analyzed by City staff, and if <br />warranted, generate work orders for installation by Public Works. Larger projects <br />are submitted to Senior Engineers for discussion and inclusion with other traffic- <br />related projects. <br />4 <br />3. METHOD OF PROCEDURE <br />A. Phase 1 – Program Preparation (1st Quarter of Grant Year) <br /> <br /> Develop operational plans to implement the “best practice” strategies outlined in the objectives <br />section.
