IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023- <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE THE <br />APPROPRIATION OF $125,000 FOR CONSULTING WORK TO DEVELOP A STORM DRAIN <br />MASTER PLAN AND MANAGE THE PROPOSED STORM WATER REVENUE MEASURE PROCESS <br />WHEREAS, in 1993, the City established a Storm Water Fee to cover the cost of storm <br />water pollution control operations and maintenance; and <br />WHEREAS, the Storm Water Fee was established without an inflation factor and the fees <br />are insufficient to cover the increasing costs of operations to meet the new and unfunded State <br />Water Board mandates and regulations; and <br />WHEREAS, the General Fund has covered the Storm Water Fund’s shortfall since 1994 <br />and the Storm Water Fund currently owes the General Fund approximately $2.5 million; and <br />WHEREAS, prior to the Proposition 218 voting process, which the Council funded on <br />May 1, 2023, additional analysis of the existing storm water system is needed; and <br />WHEREAS, the City also requires assistance in managing the proposed Storm Water <br />Revenue Measure process. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />That $125,000 is appropriated from the General Fund to Storm Water Fund 598 (Account 598- <br />58-006-5120) for consulting work to develop a Storm Water Master Plan and manage the <br />proposed Storm Water Revenue Measure process. <br />Introduced by _______ and passed and adopted this 18th day of September 2023, by the <br />following vote: <br />AYES: <br />NOES: <br />ABSENT: <br />ATTEST: <br />Kelly B.
