IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023-130 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE THE APPROPRIATION OF $125,000 FOR CONSULTING WORK TO DEVELOP A STORM DRAIN MASTER PLAN AND TO MANAGE THE PROPOSED STORM WATER REVENUE MEASURE PROCESS WHEREAS, in 1993, the City established a Storm Water Fee to cover the cost of storm water pollution control operations and maintenance; and WHEREAS, the Storm Water Fee was established without an inflation factor and the fees are insufficient to cover the increasing costs of operations to meet the new and unfunded State Water Board mandates and regulations; and WHEREAS, the General Fund has covered the Storm Water Fund's shortfall since 1994 and the Storm Water Fund currently owes the General Fund approximately $2.5 million; and WHEREAS, prior to the Proposition 218 voting process, which the Council funded on May 1, 2023, additional analysis of the existing storm water system is needed; and WHEREAS, the City also requires assistance in managing the proposed Storm Water Revenue Measure process. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That $125,000 is appropriated from the General Fund to Storm Water Fund 598 (Account 598-58-006- 5120) for consulting work to develop a Storm Water Master Plan and manage the proposed Storm Water Revenue Measure process.
