Hart for Emergency Preparedness Consulting Services Exhibit B – Page 3 of 5 SCOPE OF SERVICES Consultant agrees to manage a variety of activities related to the collecting, analyzing, planning, and implementing of City's emergency response systems, services, and requirements; provide information to staff, outside organization's and the public regarding emergency response planning and systems, and perform related work as required. City Manager’s Updated Scope of Work • Assist City Manager’s Office with development and implementation of strategic planning initiatives; fiscal analysis; management of special projects; operational audit • Provide an executive level of analysis, strategic thinking, creative problem solving and collaboration. Previous Scope: Emergency Management • Manages plans, organizes, directs and evaluates emergency management functions and programs, including plans, emergency operating procedures, and incident response plans; • Mentor and develop key internal City staff on the roles and responsibilities of Emergency Preparedness and Management principles; • Develop Standard Operating Procedures in coordination with appointed staff; • Prepare program effectiveness reports for the City Manager or her designee to consider; • Manages, coordinates and conducts staff training in emergency preparedness, response and recovery practices; assesses Citywide training needs and develops training programs; • Recommends utilization of emergency response personnel, equipment and supplies during emergencies. • Support Human Services Department with Community Ambassador Program Deliverables: Per the City Council Safety Plan implemented by the Chief of Police on 6/20/2023: • August 15, 2023: Finalize technology recommendations for EOC, alternate EOC, and DOCs.
