<br />Amendment No. 1 to Last revised 9/13/2023 <br />Consulting Services Agreement between <br />City of San Leandro and Terraphase Engineering, Inc for Soil Risk Analysis <br /> Page 3 of 5 <br /> <br />Terraphase will upload the analytical data to our existing project database. We will generate data <br />screening tables that will be used to evaluate the new data, in conjunction with the historical (2014) <br />data. We will prepare a brief memo summarizing the results and recommending additional work, if <br />necessary. We assume that this memorandum will be submitted only to the City and not a <br />regulatory agency, and that it will not require significant revisions. <br /> <br />Geotechnical test results and the distribution of sludge in the pond will be documented in a brief <br />technical memorandum. <br /> <br />Task 7 – Preparation of Risk Evaluation Technical Memorandum and Supporting Materials <br />Terraphase will prepare a Technical Memorandum (suitable for submission to the SF RWQCB if <br />desired) to document why the reuse of the stockpiled soil/debris and existing sludge in the <br />construction of the treatment wetland will not result in unacceptable risk to human health or the <br />environment. The Memorandum will provide a summary of the proposed project and how the <br />material will be incorporated into the design of the treatment wetland. It will describe the results of <br />the preliminary risk evaluation which were presented to the City in May 2023. More specifically, it <br />will detail the exposure setting which will follow the wetland’s construction, including potential <br />human and ecological exposure pathways between the COPCs in these environmental media and <br />reasonably anticipated future receptors or, in this case, the lack thereof. <br /> <br />Tables and figures will be prepared and incorporated in the Memorandum to support the <br />presentation and its conclusions. Terraphase will prepare and submit a draft Memorandum for <br />review and feedback by City personnel. Revisions will be made based on the City’s comments and <br />a final Memorandum will be issued. <br /> <br /> <br />Task 8 – Project Management and Meetings <br />For budgeting purposes, this proposed scope of work assumes that two Terraphase Principals will <br />prepare for and participate in up to two 1 -hour meetings (e.g., video conferences) with City <br />representatives to discuss the draft Task 3 and Task 4 technical memorandums and incorporate <br />any feedback. This task also includes time for ongoing communications with the client team, task <br />planning, scheduling, cost tracking, and invoicing. <br /> <br />4.
