Amendment No. 1 to Last revised 9/13/2023 Consulting Services Agreement between City of San Leandro and Terraphase Engineering, Inc for Soil Risk Analysis Page 3 of 5 Terraphase will upload the analytical data to our existing project database. We will generate data screening tables that will be used to evaluate the new data, in conjunction with the historical (2014) data. We will prepare a brief memo summarizing the results and recommending additional work, if necessary. We assume that this memorandum will be submitted only to the City and not a regulatory agency, and that it will not require significant revisions. Geotechnical test results and the distribution of sludge in the pond will be documented in a brief technical memorandum. Task 7 – Preparation of Risk Evaluation Technical Memorandum and Supporting Materials Terraphase will prepare a Technical Memorandum (suitable for submission to the SF RWQCB if desired) to document why the reuse of the stockpiled soil/debris and existing sludge in the construction of the treatment wetland will not result in unacceptable risk to human health or the environment. The Memorandum will provide a summary of the proposed project and how the material will be incorporated into the design of the treatment wetland. It will describe the results of the preliminary risk evaluation which were presented to the City in May 2023. More specifically, it will detail the exposure setting which will follow the wetland’s construction, including potential human and ecological exposure pathways between the COPCs in these environmental media and reasonably anticipated future receptors or, in this case, the lack thereof. Tables and figures will be prepared and incorporated in the Memorandum to support the presentation and its conclusions. Terraphase will prepare and submit a draft Memorandum for review and feedback by City personnel. Revisions will be made based on the City’s comments and a final Memorandum will be issued. Task 8 – Project Management and Meetings For budgeting purposes, this proposed scope of work assumes that two Terraphase Principals will prepare for and participate in up to two 1 -hour meetings (e.g., video conferences) with City representatives to discuss the draft Task 3 and Task 4 technical memorandums and incorporate any feedback. This task also includes time for ongoing communications with the client team, task planning, scheduling, cost tracking, and invoicing. 4.
