IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-162 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE CALRECYCLE GRANT <br />APPLICATIONS FOR ALL INDIVIDUAL GRANTS FOR WHICH THE CITY OF SAN LEANDRO IS ELIGIBLE; AND TO <br />AUTHORIZE THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ALL DOCUMENTS PERTAINING TO THIS <br />RESOLUTION AND THE ADMINISTRATION OF THE GRANT AWARDS <br />WHEREAS, Public Resources Code section 48000 et seq., 14581, and 42023.1(g), authorizes the <br />Department of Resources Recycling and Recovery (CalRecycle) to administer various grant and payment <br />programs in furtherance of the State of California's (State) efforts to reduce, recycle, and reuse solid waste <br />generated in the State thereby preserving landfill capacity and protecting public health and safety and the <br />environment; and <br />WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing <br />the administration of its payment programs; and administration of the application, awarding, and <br />management of its grant programs; and <br />WHEREAS, CalRecycle's procedures for administering payment and grant programs require, among <br />other things, an applicant's governing body to declare by resolution certain authorizations related to the <br />administration of the payment and grant program; and <br />WHEREAS, the City Council is familiar with the terms of the applications; and <br />WHEREAS, the City Manager recommends approval of said applications. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />1. That the City of San Leandro is authorized to submit all applications to CalRecycle for any and all <br />grant and payment programs offered for which the City is eligible; and <br />2. That the City Manager or her designee is hereby authorized to execute in the name of the City <br />of San Leandro all documents, including but not limited to, applications, agreements, <br />amendments and requests for payment, necessary to secure funds and implement the <br />approved grant or payment project; and <br />3. That the terms of the application and any subsequent grant documentation will be <br />memorialized in writing by the City Manager, subject to approval as to form by the City <br />Attorney; and <br />4. Be it further resolved that these authorizations are effective for five years from the date of <br />adoption. <br />
