IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023-166 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO AUTHORIZE THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO AN EXISTING AGREEMENT BETWEEN COUNTY OF ALAMEDA AND CITY OF SAN LEANDRO TO EXTEND TERM OF THE AGREEMENT THROUGH JUNE 30, 2024 AND INCREASE TOTAL FUNDING FROM $500,091 TO $1,024,091 (INCREASE OF $524,000) WHEREAS, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible block grant funds to Continuums of Care, large cities and counties to support regional coordination and expand or develop local capacity to end and prevent homelessness in local communities throughout the state of California; and WHEREAS, since 2019, there have been four rounds of HHAP funding totaling nearly $3 billion across the state of California; and WHEREAS, Alameda County Office of Homeless Care and Coordination (OHCC) is responsible for the County's administration of HHAP Funds; and WHEREAS, the City of San Leandro has been allocated $500,091 in HHAP Rounds 1 and 2; $331,178 in HHAP Round 3; and $192,822 in HHAP Round 4, and in total, the City of San Leandro has been allocated $1,024,091 in HHAP funds; and WHEREAS, an agreement dated October 1, 2022 is by and between the County of Alameda and City of San Leandro; and WHEREAS, an amendment to extend the term of the agreement and increase total funding has been presented to this City Council; and WHEREAS, the City Council is familiar with the contents of the agreement; and WHEREAS, the City Manager recommends approval of said agreement. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: 1. That said amendments to the agreement are hereby approved and execution by the City Manager is hereby authorized; and 2. That an appropriation of the HHAP funding in revenue account 150-3617 and expenditure account 150-63-002-5120 is approved.
