IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023-167 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH BUILDING FUTURES FOR OPERATIONS OF SAN LEANDRO SHELTER AND SISTER ME HOME FOR AN AMOUNT NOT -TO -EXCEED $585,391 WHEREAS, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible block grant funds to Continuums of Care, large cities and counties to support regional coordination and expand or develop local capacity to end and prevent homelessness in local communities throughout the state of California; and WHEREAS, since 2019, there have been four rounds of HHAP funding totaling nearly $3 billion across the state of California; and WHEREAS, Alameda County Office of Homeless Care and Coordination (OHCC) is responsible for the County's administration of HHAP Funds; and WHEREAS, the City of San Leandro has been allocated $500,091 in HHAP Rounds 1 and 2; $331,178 in HHAP Round 3; and $192,822 in HHAP Round 4, and in total, the City of San Leandro has been allocated $1,024,091 in HHAP funds; and WHEREAS, Building Futures provides San Leandro individuals and families in need with shelter, Domestic Violence support and advocacy, and housing services; and WHEREAS, Building Futures operates the San Leandro Shelter, a 30-bed shelter for women with and without children that provides a warm and safe environment and support services designed to help residents address the obstacles they face to ending their homelessness; and WHEREAS, Building Futures additionally operates Sister Me Home, a 20-bed shelter with 24-hour staffing and culturally appropriate support services which is open to all fleeing domestic violence, regardless of gender identification; and WHEREAS, the City Council is familiar with the contents thereof; and WHEREAS, the City Manager recommends approval of said agreement. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: That said agreement for the total not to exceed amount of compensation of $585,391 is hereby approved and execution by the City Manager is hereby authorized.
