IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-168 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY <br />MANAGER TO EXECUTE AN AMENDMENT TO AN EXISTING AGREEMENT WITH HOUSING CONSORTIUM OF <br />THE EAST BAY TO INCLUDE OPERATION OF WINTER SHELTER SERVICES AND INCREASE TOTAL FUNDING <br />FROM $99,994 TO $299,994 (INCREASE OF $200,000) <br />WHEREAS, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible <br />block grant funds to Continuums of Care, large cities and counties to support regional coordination and expand <br />or develop local capacity to end and prevent homelessness in local communities throughout the state of <br />California; and <br />WHEREAS, since 2019, there have been four rounds of HHAP funding totaling nearly $3 billion across the <br />state of California; and <br />WHEREAS, Alameda County Office of Homeless Care and Coordination (OHCC) is responsible for the <br />County's administration of HHAP Funds; and <br />WHEREAS, the City of San Leandro has been allocated $500,091 in HHAP Rounds 1 and 2; $331,178 in <br />HHAP Round 3; and $192,822 in HHAP Round 4, and in total, the City of San Leandro has been allocated <br />$1,024,091 in HHAP funds; and <br />WHEREAS, Housing Consortium of the East Bay (HCEB) provides programs and services for the unhoused <br />community, including resident service coordination, facility and property management, and permanent <br />supportive housing; and <br />WHEREAS, Winter Warming Services provides individuals experiencing homelessness with indoor shelter <br />on scheduled days during the months in which inclement weather is anticipated, and provides two meals per <br />day, and access to support including referrals to resources; and <br />WHEREAS, an agreement dated September 1, 2023 is by and between the City of San Leandro and <br />HCEB; and <br />WHEREAS, an amendment to amend the scope of work to expand warming services and increase the <br />funding for a not -to -exceed amount of $299,994 has been presented to this City Council; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Manager recommends approval of said amendment. <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: <br />That said amendment to the not to exceed amount of compensation to $299,994 is hereby approved and <br />execution by the City Manager is hereby authorized. <br />
