IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023-168 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AMENDMENT TO AN EXISTING AGREEMENT WITH HOUSING CONSORTIUM OF THE EAST BAY TO INCLUDE OPERATION OF WINTER SHELTER SERVICES AND INCREASE TOTAL FUNDING FROM $99,994 TO $299,994 (INCREASE OF $200,000) WHEREAS, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible block grant funds to Continuums of Care, large cities and counties to support regional coordination and expand or develop local capacity to end and prevent homelessness in local communities throughout the state of California; and WHEREAS, since 2019, there have been four rounds of HHAP funding totaling nearly $3 billion across the state of California; and WHEREAS, Alameda County Office of Homeless Care and Coordination (OHCC) is responsible for the County's administration of HHAP Funds; and WHEREAS, the City of San Leandro has been allocated $500,091 in HHAP Rounds 1 and 2; $331,178 in HHAP Round 3; and $192,822 in HHAP Round 4, and in total, the City of San Leandro has been allocated $1,024,091 in HHAP funds; and WHEREAS, Housing Consortium of the East Bay (HCEB) provides programs and services for the unhoused community, including resident service coordination, facility and property management, and permanent supportive housing; and WHEREAS, Winter Warming Services provides individuals experiencing homelessness with indoor shelter on scheduled days during the months in which inclement weather is anticipated, and provides two meals per day, and access to support including referrals to resources; and WHEREAS, an agreement dated September 1, 2023 is by and between the City of San Leandro and HCEB; and WHEREAS, an amendment to amend the scope of work to expand warming services and increase the funding for a not -to -exceed amount of $299,994 has been presented to this City Council; and WHEREAS, the City Council is familiar with the contents thereof; and WHEREAS, the City Manager recommends approval of said amendment. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: That said amendment to the not to exceed amount of compensation to $299,994 is hereby approved and execution by the City Manager is hereby authorized.
