Operating subsidies may <br />include operating reserves. <br />Services Coordination which may include access to workforce, education, training programs, or other <br />services needed to promote housing stability in supportive housing <br />Funding Overview: <br />HHAP guidelines specify spending and reporting must be informed by a best practices' framework focused <br />on moving homeless individuals and families into permanent housing and ensuring those individuals and <br />families to maintain their permanent housing: <br />I. "Homeless," as defined in Section 578.3 of Title 24 of the Code of Federal Regulations. <br />II. Housing -related activities funded with HHAP funds must be in compliance or otherwise aligned with the <br />Core Components of Housing First, pursuant to Welfare and Institution Code Section 8255(b). <br />III.
