IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL APPROVING AMERICAN RESCUE PLAN ACT (ARPA) BUDGET ADJUSTMENTS FOR THE COMMUNITY SAFETY AMBASSADOR PROJECT AND THE BEAUTIFICATION PROJECT AND AUTHORIZING THE CITY MANAGER TO APPROVE CARRYOVERS/UNSPENT ARPA FUNDS TO FUTURE FISCAL YEARS’ BUDGETS WHEREAS, on March 11, 2021, President Biden signed into law the American Rescue Plan Act (ARPA), providing a COVID-19 s�mulus package delivering significant resources to state, local, territorial, and Tribal governments to support urgent COVID-19 response efforts; and WHEREAS, the City developed a COVID-19 Recovery Plan to provide needed resources to help residents and businesses recover from the combined health, social, and economic impacts of the COVID-19 pandemic; and WHEREAS, the Recovery Plan focuses on short-term community and economic recovery efforts and long-term sustainable investments in San Leandro and aligns with the community’s values and reflects partnerships with nonprofit organiza�ons and other business partners to maximize community recovery; and WHEREAS, the Recovery Plan includes projects and programs for community health and safety, human services, community and economic recovery, and infrastructure enhancements; and WHEREAS, Recovery Plan projects are rou�nely reviewed for progress and evaluated for possible realloca�on; and WHEREAS, funds for the So� Story Retrofit project have an unspent $70,000 remaining alloca�on, leading to a desire to reallocate said $70,000 remaining alloca�on to a Downtown Safety Ambassadors project; and WHEREAS, funds for the Enhanced Street Cleanliness project have an unspent $800,000 remaining alloca�on, leading to a desire to reallocate said $800,000 remaining alloca�on to the Beau�fy San Leandro project. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1.That $70,000 in the American Rescue Plan Act (ARPA) Budget is hereby reallocated from the So� Story Retrofit project to a Downtown Safety Ambassadors project; and 2.That $800,000 in American Rescue Plan Act (ARPA) Budget is hereby reallocated from the Enhanced Street Cleanliness project to the Beau�fy San Leandro project ($553,000) and the Volunteer San Leandro project ($247,000); and 3.That the City Manager is authorized to approve carryovers/unspent ARPA Funds to future fiscal years’ budgets.DRAFT
