City of San Leandro <br />City Council <br />Meeting Date: December 18, 2023 <br />Agenda Number: 5.m. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-452 <br />File Type: Staff Report <br />Motion to Accept the 2022 Housing Element Annual Progress Report (APR) <br />COUNCIL PRIORITY <br />·Housing and Homelessness <br />·Community Engagement and Outreach <br />·Community & Business Development <br />SUMMARY AND RECOMMENDATION <br />The APR is a required report on the status of the City ’s housing programs. Pursuant to Government <br />Code §65400, local governments must provide, each year, an annual report for the previous calendar <br />year to the legislative body, Office of Planning and Research (OPR), and HCD. HCD prepares the form <br />template that cities must submit to comply with these statutory requirements. The City submitted the <br />2022 APR to OPR and HCD in advance of the April 1, 2023 deadline . Staff recommends that the City <br />Council receive the report and review the submittal to HCD. No action from City Council is required on <br />this report. <br />BACKGROUND <br />In past years, the APR focused on building permits issued for new housing units. Since 2018, and every <br />year thereafter, various state laws expanded reporting requirements related to housing development . <br />HCD prepares the form template that cities must submit to comply with these statutory requirements. <br />In 2022, the City reviewed 6 development applications, and issued 42 building permits for 276 units, of <br />which 36 were accessory dwelling units (ADUs), 3 were single family detached homes, 1 was a <br />2-to-4-unit project, and 2 were 5+ unit projects (Centro Callan and Maple Lane). <br />The 2022 APR is the final report on the City ’s 2015-2022 Housing Element.
