IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-177 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO ACCEPT THE CALIFORNIA LIBRARY LITERACY <br />SERVICES ENGLISH AS A SECOND LANGUAGE FISCAL YEAR 2024 GRANT AND TO AUTHORIZE THE CITY <br />MANAGER TO EXECUTE ALL DOCUMENTS RELATED TO THE GRANT AND APPROPRIATE THE FUNDS <br />AWARDED IN THE AMOUNT OF $23,488 TO FUND AN ENHANCED ENGLISH AS A SECOND LANGUAGE <br />PROGRAM AS PART OF PROJECT LITERACY FOR FISCAL YEAR 2024 <br />WHEREAS, California Library Literacy Services (CLLS), governed by the California Library Literacy and <br />English Acquisition Service Program, established by the California State Library in 1984 under the name The <br />California Literacy Campaign to help reduce the high level of illiteracy in California and connect more <br />Californians with public libraries; and <br />WHEREAS, in 1985, the California legislature established support for the program through the <br />California Library Services Act whereby library literacy programs could only provide literacy services in <br />English; and <br />WHEREAS, Project Literacy at the San Leandro Public Library was originally established in 1989 with a <br />five-year CA State Library Literacy fund and has continued since to receive grant funding to maintain a basic <br />adult and family literacy program and provide new expanded services in order to meet the current needs of <br />the community albeit providing literacy services in English only; and <br />WHEREAS, San Leandro Public Library was awarded CLLS funding of $86,818 for Fiscal Year 2024 to <br />continue to provide the Project Literacy program that provides basic literacy tutoring services for adults who <br />struggle with reading and writing and other support for their families; and <br />WHEREAS, Project Literacy was awarded additional CLLS English as a Second Language (ESL) funding of <br />$23,488 for Fiscal Year 2024, to enhance Project Literacy's services to the community by including ESL services <br />as part of the literacy program so that Project Literacy can accept new adult students who speak English less <br />than very well to participate in and benefit from Project Literacy's ESL services. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />That City Council accepts and the City Manager is authorized to execute all documents related <br />to the CLLS award for new ESL literacy and ESL tutoring services and programs totaling <br />$23,488; and <br />2. That an appropriation of the CLLS funding of $23,488 in revenue account #150-3607 and <br />expenditure account #150-68-021 is approved; and <br />3. That an original executed agreement shall be attached to and made a part of this resolution. <br />
