Background and Summary of Recommended Action <br /> <br /> <br />April 22, 2023 <br />City Council adopts Ordinance establishing CPRB and IPA <br />• CPRB structure includes 2 student representatives among its 9-members <br />• Students must be between ages of 18-22 and enrolled in school <br />• Student applications to be vetted by City Council Rules Committee <br />• All other members to follow standard Commission appointment process <br />o Standard 2-step process includes gap between nomination and appointment <br />o Application materials available to Council and public <br /> <br />Spring/Summer 2023 <br />• City conducts expansive public outreach campaign inviting applications <br />• Diverse pool of 50 applicants received, including 2 students <br />• Council nominates 9 CPRB members, including 2 students <br /> <br />September 2023 <br />• Council appoints 8 members (1 student withdrew before appointment) <br /> <br />October 2023 <br />• CPRB commences meeting <br /> <br />January 2024 <br />• Second student member resigns; both student positions now vacant <br />• City continues ongoing robust efforts to recruit more students since that time <br />• Student vacancies impact ongoing CPRB operations <br /> <br />June 2024 <br />CPRB discusses student vacancy issue at publicly noticed meeting; identifies three key options: <br />A) Eliminate the 2 student seats <br />B) Convert the 2 student seats to “ex-officio” status <br />C) Convert 2 student seats to “At-Large” w/ aspirational language to nominate students <br />Plurality of CPRB recommends option “C” <br /> <br />June 2024 <br />• Rules Committee discusses topic at publicly noticed meeting <br />• Rules Committee recommends option "C", with aspirational language to <br />nominate students or youth <br /> <br />Recommended Action: <br />Consistent with Rules Committee direction, and established procedures, adopt Ordinance <br />amendment
