EXHIBIT F - Grant Application: Letter of Intent, Scope of Work and Work Plan__________________________________________________________________________EXHIBIT F - Grant Application: Letter of Intent, Scope of Work and Work Plan__________________________________________________________________________ <br />1.Minimum Qualifications <br />1.Does your agency have an enforcement program to address abandoned boats?Yes No <br />If Yes, describe Chapter 4-19 of the City of San Leandro's Municipal Code grants the SL <br />Marina the authority to remove abandoned vessels from within the Marina. <br />The status of an account is an indicator of whether a vessel may be <br />abandoned. The City provides past due notifications for delinquent <br />accounts. An eviction letter is mailed 90 days notifying lien proceedings will <br />begin. The lien process is contracted. Boat owners have 10 days after the <br />lien sale to redeem vessels by paying account in full. Unsold vessels <br />become City property. The demolition bid process for unsold vessels begins <br />10 days after the auction date. The boat is towed to the public launch ramp <br />and placed on a trailer to be towed to a local transfer station for destruction. <br />If a land tow is not an option due to size or other limitations, a contractor is <br />hired for the demolition.
