If so, what was the plan and what were the results?. Additionally, what is your plan to increase the number
of surrendered vessels you accept this year?
As we slowly resumed normal operations due to COVID, we communicated the requirements and process for
surrendering vessels over the phone. Staff also directed callers to the Division of Boating and Waterways'
(DBW) website for a list of participating agencies. Another form of communication was via the City's website
which includes links to the "Is Your Boat an Anchor?" brochure and to the participating agencies webpage on
DBW's website.
The harbor formally closed to the public on January 9, 2023, and began notifying berthers of the date in July
2022. Staff did a certified mailing to notify berthers of the date and included information for surrendering
vessels. Interest was slow, but as the date approached submissions increased. The City provided a second
notice December 2022 and reiterated the benefits of surrendering their vessel. This second notification was
much more successful.
The City was awarded $170,000 with the SAVE-21 grant cycle and $27,900 with SAVE-22 cycle. Seventeen
(17) vessels were disposed of using both grant cycles. Staff anticipated being able to dispose of 80% vessels
using current grants, except a 57’ vessel with several hundred gallons of fuel sank (thankfully no environmental
crisis). A large portion of funds were used to raise and demolish the vessel. Another large segment was used
to dispose of a 64’ vessel that was in danger of sinking. With the heavy rains and the poor condition, it was
taking on water therefore the removal and disposal was expedited.
Question 8
8.How often does your agency coordinate with local boating groups or marinas to inform them of the vessel
surrendered program? Describe activities and identify groups/marina’s contacted in the last calendar year.
Date: 09/20/2023 Contract # C23SO609, City of San Leandro Marina, Surrendered and Abandoned Vessel
Exchange (SAVE) Fiscal Year 2023/2024
__________________________________________________________________________
Page: 36 of 4343Date: 09/20/2023 Contract # C23SO609, City of San Leandro Marina, Surrendered and Abandoned Vessel
Exchange (SAVE) Fiscal Year 2023/2024
__________________________________________________________________________
Page: 36 of 4343
