City of San Leandro <br />14143-14273 Washington Avenue Warehouse Project <br /> <br />56 <br />transit-oriented development; and committing to developing a reach code limiting natural gas use in <br />new construction, or as directed by the State or regional agencies (City of San Leandro 2021). <br />2035 General Plan <br />There are several energy-related policies of the 2035 General Plan in the Open Space and <br />Conservation, Environmental Hazards, Land Use, and Transportation Elements. Policies include using <br />best practices for energy conservation in building and construction, using renewable energy sources <br />where possible, utilizing energy-reducing transportation strategies and alternative fuel vehicles, <br />reducing VMT and increasing active transportation options, and reducing emissions. <br />Impact Analysis <br />a. Would the project result in a potentially significant environmental impact due to wasteful, <br />inefficient, or unnecessary consumption of energy resources, during project construction or <br />operation? <br />The proposed project would use nonrenewable and renewable resources for construction and <br />operation of the project. The anticipated use of these resources is detailed in the following <br />subsections. Applicant-provided information, the CalEEMod outputs for the air pollutant and GHG <br />emissions modeling (Appendix B), and the vehicle miles traveled (VMT) calculations based on the <br />Traffic Impact Analysis prepared for the project (Appendix C) were used to estimate energy <br />consumption associated with the proposed project. <br />Construction Energy Demand <br />The project would require site preparation and grading, including hauling material off-site; building <br />construction; architectural coating; and landscaping and hardscaping. During project construction, <br />energy would be consumed in the form of petroleum-based fuels used to power off-road <br />construction vehicles and equipment on the project site, construction worker travel to and from the <br />project site, and vehicles used to deliver materials to the site. As shown in Table 13, project <br />construction would require approximately 6,988 gallons of gasoline and approximately 44,931 <br />gallons of diesel fuel. In addition, construction <br />contractors would be required to comply with the provisions of California Code of Regulations <br />Title 13 Sections 2449 and 2485, which prohibit diesel-fueled commercial motor vehicles and off- <br />road diesel vehicles from idling for more than five minutes and would minimize unnecessary fuel <br />consumption.
