A motion was made by Councilmember Ballew, seconded by Councilmember Azevedo, that this Staff Report be Approved. The motion CARRIED by the following vote: Aye:Aguilar Jr., Azevedo, Ballew, Simon, González III, Reynes, Bowen7 - Enactment No: 2023-144 13.b.23-447 First Reading of an Ordinance of the City of San Leandro City Council to Amend San Leandro Municipal Code Sections 1-3-100 to Modify the Community Police Review Board’s Membership Structure Comments were made by approximately 16 people. Councilmember Reynes made a motion to adopt the ordinance converting student members to ex-officio and removing the requirement to be a student, seconded by Councilmember Bowen. Councilmember Bowen made an amendment to the motion to allow the age range to be 14 to 18 years old. Councilmember Reynes accepted the amendment. Councilmember Azevedo made a motion to amend the ordinance by adding language that the CPRB would nominate the two youth positions to City Council. Councilmember Reyes accepted the amendment. A substitute motion was made by Councilmember Ballew to refer the item to CPRB and have the CPRB go to Rules Committee then to Council with recommendations, Mayor Gonzalez seconded the motion. Councilmember Reynes called to question on the substitute motion with a second by Councilmember Aguilar, the motion passed 4-3 with Councilmembers Ballew, Bowen and Mayor Gonzalez voting no. The substitute motion did not pass with a vote of 2-5 with Councilmember Ballew and Mayor Gonzalez voting yes. Councilmember Reynes rescinded the call to question on the substitute motion with a second by Councilmember Ballew that passed with a vote of 5-2, with Councilmembers Bowen and Reynes voting no. The substitute motion was rescinded with a motion by Mayor Gonzalez and second by Councilmember Reynes, the motion passed with a vote of 6-0-1 with Councilmember Ballew abstaining. At 9:00 pm Council took a ten minute recess. All previous motions were withdrawn. Councilmember Reynes made a motion to adopt the ordinance converting student members to ex-officio and removing the requirement to be a student, and setting the age range to be 14 to 18 years old seconded by Councilmember Bowen.
