City of San Leandro <br />City Council <br />Meeting Date: January 8, 2024 <br />Agenda Number: <br />Agenda Section: WORK SESSION <br />File Number: 23-632 <br />File Type: Presentation <br />Adopt 2024 Federal and State Legislative Platforms and Receive Annual Reports from Federal <br />Government Liaison Jen Covino from Covino Smith & Simon and State Liaison Niccolo DeLuca from <br />Townsend Public Affairs <br />SUMMARY AND BACKGROUND <br />Each year, representatives from the offices of Covino Smith & Simon (the City’s liaison for federal <br />advocacy, formerly known as Simon & Company) and Townsend Public Affairs (the City’s liaison <br />for state government advocacy) provide an update to the City Council on the federal and state <br />legislative landscape as well as potential funding opportunities available over the course of the <br />upcoming calendar year. Their presentations are timed to take place in January, which aligns with <br />either the commencement or mid-point of the various federal and state legislative calendars. <br />In addition to receiving the above annual updates, it is important for the City Council to identify <br />policy priorities or projects that are germane to the City of San Leandro’s interests at the federal <br />and state level in 2024. Such documented priorities enable members of the City Council, City <br />staff, or the City’s advocates to issue letters, attend meetings, pursue funding for the City of San <br />Leandro, or otherwise take action as opportunities arise over the year ahead in furtherance of <br />those priorities. To this end, a draft of the annual federal and state legislative platforms are also <br />attached to this staff report and included in the agenda packet for the City Council’s consideration <br />and adoption. <br />RECOMMENDED ACTION <br />Adopt attached federal and state legislative platforms for 2024 calendar year. <br />Fiscal Impacts <br />The costs for the City’s contracts with both Townsend Public Affairs and Covino Smith & Simon <br />for state and federal advocacy services, along with anticipated costs for potential attendance at <br />U.S. Conference of Mayors and National League of Cities events are already appropriated in the <br />adopted current fiscal year City budget.
