Page 24 <br />Consultant shall perform activities necessary to plan, direct and coordinate the work of the <br />consultant team and provide progress reporting to the Project Team on a regular basis. <br /> <br />Task 1 Deliverables <br />• Project Set-Up: Schedule/Work Plan, Task Tracker & Data Request to City <br />• Kick-Off Meeting <br />• Memorandum on scope and budget for the project that includes both covered and <br />optional tasks <br />• Project team coordination meetings and correspondence <br /> <br />TASK 2 – SPECIFIC PLAN, GENERAL PLAN & ZONING CODE AMENDMENTS FOR TOC <br />COMPLIANCE <br /> <br />The consultant shall prepare all necessary: <br />• Amendments to the Bay Fair TOD Specific Plan to incorporate the Bay Fair TOD Sub- <br />Area 1 Development Plan’s Development Plan and Parcelization Plan and achieve <br />compliance with TOC policies for the full 150-acre PDA, including updating all affected <br />figures and policies in the Specific Plan and creating a new Community and Equity <br />Chapter. <br />• Related General Plan Amendments for full 150-acre Bay Fair TOD PDA to achieve <br />compliance with TOC policy and incorporate Sub-Area 1 Development Plan <br />deliverables <br />• Related Zoning Code Amendments including revised Objective Development <br />Standards for full 150-acre Bay Fair TOD PDA to achieve compliance with TOC policy <br />and incorporate Sub-Area 1 Development Plan deliverables <br /> <br />Task 2 Deliverables: <br />• Administrative Draft Amendments <br />• Screencheck Draft Amendments <br />• Public Draft Amendments <br />• Materials and Summary of Outreach <br /> <br /> <br />TASK 3 ENVIRONMENTAL REVIEW <br /> <br />Utilizing the preferred Development Plan alternative, consultant shall establish appropriate <br />level of environmental review necessary to environmentally clear & streamline projected plan <br />build out beyond that already analyzed in the Bay Fair TOD Specific Plan EIR and Housing <br />Element Supplemental EIR. Consultant will produce CEQA Compliance Documentation Memo <br />reviewing proposed plan changes and recommendation for further environmental review. <br />Scope should conservatively assume producing a Supplemental EIR that may tier off of <br />previous EIRs. <br /> <br />Task 3 Deliverables <br />• Memo on CEQA Strategy
