<br />Amendment No. 1 to <br />Consulting Services Agreement between City of San Leandro and CVL Economics 02/09/2024 <br />for ED Strategy Support Services Page 1 of 3 <br />AMENDMENT NO. 1 TO CONSULTING SERVICES AGREEMENT BETWEEN <br />THE CITY OF SAN LEANDRO AND <br />CVL ECONOMICS <br />FOR <br />ECONOMIC DEVELOPMENT STRATEGIC PLAN SUPPORT SERVICES <br /> <br /> <br />This Amendment No. 1 (“Amendment”) is made by and between the City of San Leandro (“City”) <br />and CVL Economics (“Consultant”) (together sometimes referred to as the “Parties”) as of February 15, <br />2024, and amends that certain Consulting Services Agreement (“Agreement”) dated January 2, 2024, <br />between the Parties. <br /> <br />WHEREAS, City and Consultant have executed the Agreement, pursuant to which Consultant has <br />provided certain consulting services to City with regard to support services as it pertains to the City’s <br />Economic Development Strategy, and <br /> <br />WHEREAS, the Parties desire to amend the Agreement to revise the scope of the Agreement. <br /> <br />NOW THEREFORE, for good and valuable consideration, the sufficiency of which is hereby <br />acknowledged, the Parties hereby agree to amend the Agreement as f ollows: <br /> <br />1. Exhibit A of the Agreement entitled “Scope of Services” is hereby amended to read: <br /> <br />CVL Economics will complement Strategic Economics’ industry, infrastructure, and spatial <br />analyses with (1) a labor market analysis aimed at leveraging the region’s creative workforce and <br />(2) a selection of case studies to inform redevelopment opportunities. Exploring these two areas <br />will provide the City with a cluster development framework that incorporates workforce, real estate, <br />and business incubation/attraction considerations into short-, medium-, and long-term growth <br />strategies. <br /> <br />The labor market analysis would focus on identifying and understanding the distribution of creative <br />professionals within existing industry clusters and what role they may play in shaping the <br />development of emerging ones. Although creative workers are highly concentrated in the creative <br />industries, it is in the non-creative industries where creative occupational growth is rapidly <br />occurring. To the degree that creative workers drive innovation, generate intellectual property, and <br />expand a region’s export economy, their presence has an economywide impact. Gaining insight <br />into creative workforce employment patterns, skill requirements, and growth opportunities will <br />therefore be instrumental in guiding economic development policy decisions. <br /> <br />In addition to the labor market analysis, we will work with the City and Strategic Economics to <br />identify capital investment, redevelopment, or programmatic strategies for one select opportunity <br />site. At the core of this effort will be the compilation of several capsule case studies of projects <br />and/or policies implemented in comparable cities. A selection of relevant best practices will be <br />applied to one opportunity site to serve as a high-level “demonstration project” and exemplify the <br />kind of outcomes the economic development strategy should aim to support.
