<br />Consulting Services Agreement between City of San Leandro and CVL Economics Exhibit A – Page 1 of 1 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Consultant will provide advisory to City in three primary areas: (1) to help the City and its stakeholders rethink <br />innovation through a creative economy lens, (2) to identify and adapt emerging best practices, and (3) to explore <br />opportunities for development at the district, city, and regional levels. <br /> <br />Under the direction of the Project Manager, Consultant will produce a Study as outlined below. The goal of this <br />Study is to be outcome-oriented, and each of the options presented below will include a set of recommendations for <br />policy and program development. Upon reviewing the quantitative analysis and stakeholder outreach documentation <br />provided by Strategic Economics, CVL will work with City to determine which approach (or combination of <br />approaches) can best serve the City’s strategic planning process. Final deliverables will take the form of a detailed, <br />annotated slide deck, and CVL will collaborate with the City to integrate relevant components of CVL’s work into <br />the final economic development strategy. Note that all of the work under this scope of services will be completed <br />remotely from CVL offices, and no CVL employee will need to visit San Leandro on site. <br /> <br />OPTION #1: CREATIVE ECONOMY LANDSCAPE ANALYSIS <br />The creative sectors drive innovation, and understanding their size and composition is key to realizing the <br />City’s potential. This analysis will provide the City with ability to define, measure, and track the creative <br />economy (and its role in the regional economy), which in turn will inform policies that foster its further <br />development. Specific components would include an industry analysis, trends analysis, and growth <br />forecasts. <br /> <br />OPTION #2: TARGET SECTOR ECOSYSTEM MAPPING <br />The City’s target industries (i.e., those industries exhibiting high growth potential) exist within a rich <br />regional ecosystem, but identifying opportunities for collaboration may not always be apparent. Once the <br />City has formally identified its target industries, we will develop an ecosystem map that not only depicts <br />related Bay Area assets but also identifies supportive programs, initiatives, and funding opportunities at <br />the regional, state, and national levels. <br /> <br />OPTION #3: SPATIAL DEVELOPMENT ANALYSIS <br />Whereas Option #2 looks to the region for opportunity, this option focuses on development occurring <br />within the City’s boundaries. In collaboration with the City, we will identify sites that may be candidates <br />for adaptive reuse and/or creative placemaking initiatives.
