RESOLUTION NO. 2024-XXX 1 IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2024-XXX RESOLUTION TO APPROVE THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AMENDED CITIZEN PARTICIPATION PLAN AND ADOPT THE COMMUNITY DEVELOPMENT BLOCK GRANT CONTINGENCY PLAN WHEREAS, the Housing and Community Development Act of 1974 provides that funds be made available for the Community Development Block Grant (CDBG) Program; and WHEREAS, the City of San Leandro (City) wishes to apply for funds as an Entitlement Jurisdiction under said Act; and WHEREAS, the City is required to submit a Five-Year Consolidated Plan, an Annual Action Plan each fiscal year (FY), and a Citizen Participation Plan (CPP) to the U.S. Department of Housing and Urban Development (HUD) for review and approval prior to expending CDBG funds; and WHEREAS, the Five-Year Consolidated Plans and the Annual Action Plans may be amended, and the substantial amendments to the Plans are subject to the citizen participation process in accordance with the City’s CPP; and WHEREAS, the City Council approved the CPP on July 6, 2004 and an Amended CPP on June 15, 2020; and WHEREAS, the Amended CPP (Exhibit A1) optimizes efficient and flexible outreach processes and was made available for community review from March 4-18, 2024; and WHEREAS, the City put into place a CDBG Contingency Plan (Exhibit A2) because of the uncertainty in the federal budget and the short timeline provided by HUD to submit the Action Plan; and WHEREAS, the City Manager recommends approving the Amended CPP and adopting the CDBG Contingency Plan, as described in the staff report associated to and made a part of this Resolution. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That the HUD Amended Citizen Participation Plan and the CDBG Contingency Plan, as described in the staff report associated to and made a part of this Resolution, are hereby approved; and 2. That the City Manager is authorized to submit and execute all documents related to the submission of the Amended Citizen Participation Plan and the CDBG Contingency Plan to HUD, and take all actions necessary to carry out the purpose and intent of this Resolution.
