IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2024- <br /> <br />RESOLUTION TO APPROVE AMERICAN RESCUE PLAN ACT (ARPA) BUDGET ADJUSTMENT FOR <br />TECHNOLOGY INFRASTRUCTURE, RECREATIONAL VEHICLE (RV) OUTREACH AND HOUSING <br />NAVIGATION, AND ALTERNATIVE RESPONSE UNIT; AND AUTHORIZING THE CITY MANAGER TO <br />APPROVE CARRYOVERS/UNSPENT ARPA FUNDS TO FUTURE FISCAL YEARS’ BUDGET <br /> <br />WHEREAS, on March 11, 2021, President Biden signed into law the American Rescue <br />Plan Act (ARPA), providing a COVID-19 s�mulus package delivering significant resources to state, <br />local, territorial, and Tribal governments to support urgent COVID-19 response efforts; and <br /> <br />WHEREAS, the City developed a COVID-19 Recovery Plan to provide needed resources to <br />help residents and businesses recover from the combined health, social, and economic impacts <br />of the COVID-19 pandemic; and <br /> <br />WHEREAS, the Recovery Plan focuses on short-term community and economic recovery <br />efforts and long-term sustainable investments in San Leandro and aligns with the community’s <br />values and reflects partnerships with nonprofit organiza�ons and other business partners to <br />maximize community recovery; and <br /> <br />WHEREAS, the Recovery Plan includes projects and programs for community health and <br />safety, human services, community and economic recovery, and infrastructure enhancements; <br />and <br /> <br />WHEREAS, Recovery Plan projects are rou�nely reviewed for progress and evaluated for <br />possible realloca�on, and a recent review of Recovery Plan projects has resulted in the <br />iden�fica�on of $1,078,857 that can be reallocated; and <br /> <br />WHEREAS, the Finance Commitee reviewed the proposed reappropria�on of ARPA <br />funds on February 28, 2024. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. The proposed adjustments to the ARPA Budget are approved. <br /> <br />2. That the City Manager is authorized to approve carryovers/unspent ARPA Funds to <br />future fiscal years’ budgets. <br />
