The specific <br />assumptions utilized in this Report, the specific programs and projects listed, and the division of revenues <br />and expenses between the two primary categories (capital improvements and O&M) are used as a <br />reasonable model of future revenue needs and are not intended to be binding on future use of funds. <br />
