Consulting Services Agreement between City of San Leandro and Last revised 2/14/2024
V&A CONSULTING ENGINEERS for CONCRETE STRUCTURES CONDITION ASSESSMENT Exhibit A – Page 1 of 3
EXHIBIT A

SCOPE OF SERVICES

Task | Description
1. Project Management: Track and execute the project in accordance with the schedule, budget,
and quality expectations that are established. The project duration is assumed to be 3
months. This task includes the following project management work activities:
a. Monitor project progress, including work completed, work remaining, budget
expended, schedule, estimated cost of work remaining, and estimated cost at
completion; manage activities within the total project budget.
b. Monitor project activities for potential changes and anticipate changes whenever possible;
with approval, modify project tasks, task budgets, and approach to keep the overall project
within budget and on schedule.
c. Manage the quality of all work activities and project deliverables.
2. Document Review and Preparations: Review the drawings and existing documentation for the
structures to prepare for the assessment. Prepare the testing equipment necessary to perform
the assessment. For the confined space entry assessment of Digester 4, V&A will follow Cal
OSHA protocols in the field and will prepare a confined space entry permit; however, a safety
plan will not be submitted.
3. Visual Assessment: Perform a high-level visual assessment of the structures. A total of 12
structures will be evaluated during a one (1) day site visit, assuming that the structures will
be available during the site visit. Confined space entry will not be performed. The assessment
will be performed by two V&A personnel. The assessment will include the following:
a. Visual Assessment: Qualitative condition assessment observations are subjective and
based upon the evaluator’s expertise.
i. Visually assess safely accessible surfaces of the structures.
ii. Rate conditions using the VANDA® Concrete Index. See attached.
iii. Document observations using digital photographs. A minimum of 10 photos will be
obtained from each structure.
4. Detailed Assessment: Perform follow-up detailed assessments of concrete conditions based on
the results of the visual assessment performed in Task 3. V&A will provide a list of structures
to be assessed in detail. Provide two (2) V&A engineers and testing equipment for one (1) day
to collect detailed information that will help characterize the extent of concrete degradation, as
accessible , without performing confined space entry. Provide four (4) V&A engineers and
technicians to perform a detailed confined space entry assessment of Digester 4. The following
methods will be performed, as applicable, on a structure-by-structure basis.
i. Measure the thickness of concrete protecting the reinforcing steel using surface
penetrating radar (SPR) at up to 4 easily accessible locations in each structure to be
assessed.
ii. Assess the concrete condition by “sounding” accessible surfaces to listen for shallow
DocuSign Envelope ID: B1FEB12C-3187-4688-9A64-AA6A32699F6E
