Direction was provided to staff. <br />CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS8. <br />City Manager Robustelli reported that Thursday, January 25th, a total of 48 volunteers <br />(15 City Staff and 33 non-staff) joined the City of San Leandro to canvas the City and <br />conduct the 2024 Point-in-Time census count of individuals experiencing unsheltered <br />homelessness. <br />A special recognition to Elsa Castillo in Human Services for coordinating the Count <br />this year. <br />PUBLIC COMMENTS9. <br />Comments were made by approximately 15 people. <br />PUBLIC HEARINGS10. <br />10.a.23-606 Adopt a Resolution to Consider and Approve Text Amendments to the <br />Transportation Element of the General Plan to Replace Level of Service <br />(LOS) with Vehicle Miles Traveled (VMT) as the Criteria to be used for <br />Transportation Analysis under the California Environmental Quality Act <br />(CEQA), in Compliance with Senate Bill (SB) 743 and CEQA Guidelines <br />Section 15064.3 <br />A motion was made by Councilmember Aguilar, Jr., seconded by <br />Councilmember Bowen, that this Staff Report be Approved.
