<br />Non-Professional Services Agreement between <br />City of San Leandro and Lind Marine —Exhibit A Page 1 of 3 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br />Two Sunken Vessels Re-Float, Removal, and Disposal <br />Lind Marine, LLC. (LMI) will subcontract divers to attempt to re-float two vessels. One of the vessels <br />is partially submerged underneath a dock making the re-floating challenging. One methodology <br />may involve chain sawing the dock section to gain access to the stern of the boat to install lift bags. <br />This will leave an approximately six-foot gap on that dock decreasing the docks integrity. See below <br />best guess information for identification of the vessels, no CF #’s were identifiable at time of site <br />visit: <br /> <br />1) 30’ Sailboat located on Dock H1 <br />2) 30’ Chris Craft Power Boat located on Dock J29 <br /> <br />Lind Marine, LLC. (LMI) crew will mobilize tug, crane barge, deck barge and skiff from LMI shipyard <br />located on Mare Island in Vallejo, CA to San Leandro Marina. LMI crew will then use skiffs to tow <br />the vessels from there moorage inside the San Leandro Marina out to crane barge and tie up <br />alongside. One by one the vessels will be crane picked out of the water and landed on the materials <br />deck barge. Once all vessels are out of the water and on deck LMI will demobilize equipment back <br />to LMI shipyard and tie up pier side. The vessels will then be abated removing and properly <br />disposing of any hazmat onboard to include but not limited to hydrocarbons such as fuel from tanks <br />and oil from engines, household hazardous waste (HHW), fire extinguishers, marine batteries etc. <br />Once abated LMI’s Sennebogen excavator with grapple will demolish the vessels and load into high <br />side dump trucks for transit to landfill for proper disposal. <br /> <br />One 36’ Sunken Steel Sailboat Salvage <br /> <br />Lind Marine, LLC. (LMI) will subcontract divers to air jet underneath the vessel for messenge r lines <br />to be rendered underneath the vessel in two locations, one forward and one aft of the keel. With <br />messenger lines in place LMI will then mobilize tug, crane barge, deck barge and skiff from LMI <br />shipyard located on Mare Island in Vallejo, CA to vessel’s sunken location. LMI will deploy <br />containment boom encapsulating the vessel. LMI crane barge then will lower down rigging to <br />divers and attach to messenger lines which will then be pulled up on rendering the rigging <br />underneath where the messenger lines were. With rigging in place LMI crane barge will raise the <br />vessels decks above water line and install 2” submersible pumps to de -water the vessel <br />discharging the water inside containment boom. LMI will have oil spill cleanup materials such as <br />sorbents on deck should any sheening occur. With de-watering operations complete LMI will then <br />lift the vessel completely out of the water and land on deck barge. LMI will then demobilize back <br />to LMI shipyard and fly the vessel onto blocks on land for an even keel where a thorough <br />abatement, removal and proper disposal of all hazardous materials, can take place. <br />Once abatement is complete all non-metals will be removed from the vessel.
