CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: 2/28/2024 <br /> <br />TO: Fran Robustelli, City Manager <br /> <br />FROM: Sheila Marquises, Director Public Works ________________ <br /> <br />BY: Nick Thom, Assistant Director Public Works ___________ <br /> <br />SUBJECT: Removal of 3 sunken boats <br /> <br /> <br />The City is working on closing and cleaning up the Marina, and has taken ownership and <br />demolished several boats. Two of the boats that the City owns as well as a privately owned boat <br />have sunk and are a danger to the public. The City has received a proposal for removal of all <br />three boats from Lind Marine, a company that is experienced with this work, in the amount of <br />$105,500. <br /> <br />The City’s purchasing guideline state that: In accordance with San Leandro Municipal Code 1-6- <br />310 purchases of services determined by the City Manager to be necessary to respond to an <br />emergency which threatens the public health, safety or welfare may be made without competitive <br />bidding and without Council approval if such purchased are $200,000 or under. Staff believes <br />waiving competitive bidding and council approval for removal of these three boats is within your <br />authority and is necessary to protect public health and safety.
