March 18, 2024City Council Minutes <br />ACTION ITEMS13. <br />13.a.24-080 First Reading of an Ordinance of the City of San Leandro City Council to <br />Approve and Renew a Military Equipment, Funding, Acquisition and Use <br />Policy as Stated in San Leandro Municipal Code Chapter 4-42 in <br />Compliance With Assembly Bill 481 <br />Public comment was made by approximately 4 people. <br />A motion was made by Councilmember Bowen, seconded by Councilmember <br />Azevedo, that this Staff Report be Approved. The motion CARRIED by the <br />following vote: <br />Aye:Aguilar Jr., Azevedo, Ballew, Simon, González III, Bowen, Viveros-Walton7 - <br />COUNCIL REQUESTS TO SCHEDULE AGENDA ITEMS14. <br />By consensus, the City Council agreed to add the following items to their Council <br />Priority Discussion: <br />CM Bowen would like to add to our priority setting session <br />1. A Strategic plan outlining the mission, vision, values of the City based on Council <br />Priorities that the department work plans and performance goals scaffold up to. This <br />would help the City stay focused, accountable, and ensure that the hard work staff are <br />doing are aligned with true goals of the community. <br />2. Road plan to address the conditions of our streets including <br /> a. looking into sustainable funding sources <br /> b. updated work plan to improve conditions equitably throughout the City <br /> c. community engagement component <br /> i. According to MTC, our Pavement Condition Index (PCI) is at risk (needing <br />major work) scoring 55/100 and has not improved - only above Oakland in Alameda <br />County <br /> ii. SL PCI has trended downwards <br />3. Expand priorities to include quality of life and economic development to provide <br />more clarity and transparency and focus <br />4. Explore care infrastructure under Planning and economic development <br /> a. access to childcare <br /> b. workforce development <br /> c. Public private partnerships <br />5. Under Public safety — expand code enforcement to address code violations <br /> a. Blight invites crime (Wrecked cars, dilapidated buildings, trash dumping) <br />6. Gun safety ordinances to promote gun safety <br /> a. along with former councilmember Reynes to look into a gun buyback program <br />WITH financial support from the City <br /> b. Safe storage ordinance <br /> c. Requiring Dealers to Report Their Inventory <br /> d. Prohibiting Unaccompanied Minors and Prohibited Persons from Entering Gun <br />Stores <br /> e. Requiring Regular Inspections of Gun Dealer Premises <br /> f. Requiring Dealers to Videotape Sales <br />CM Simon would like to add to our priority setting session looking into an Equestrian <br />Center in San Leandro for Youth. <br />Page 4City of San Leandro DRAFT
