IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2024-028 <br /> <br />RESOLUTION TO ACCEPT THE CALIFORNIA LIBRARY LITERACY SERVICES ENGLISH AS A SECOND LANGUAGE FISCAL <br />YEARS 2025 AND 2026 GRANT AND TO AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATED TO <br />THE GRANT AND APPROPRIATE THE FUNDS AWARDED IN THE AMOUNT OF $27,011 FOR FISCAL YEAR 2025 AND <br />$30,587 FOR FISCAL YEAR 2026 TO FUND AN ENHANCED ENGLISH AS A SECOND LANGUAGE PROGRAM AS PART OF <br />PROJECT LITERACY AT THE SAN LEANDRO PUBLIC LIBRARY <br /> <br />WHEREAS, in 1984, California Library Literacy Services (CLLS), governed by the California Library Literacy and <br />English Acquisition Service Program, was established by the California State Library under the name The California <br />Literacy Campaign to help reduce the high level of illiteracy in California and connect more Californians with public <br />libraries; and <br /> <br />WHEREAS, in 1985, the California legislature established support for the program through the California Library <br />Services Act whereby library literacy programs could provide literacy services in English; and <br /> <br />WHEREAS, in 1989, Project Literacy at the San Leandro Public Library was established with California State <br />Library Literacy funding, and has continued since then to receive grant funding annually to maintain an adult and family <br />literacy program, providing free tutoring and other services to meet the needs of community members who struggle <br />with reading and writing, albeit only to those who speak English per the terms of the grant; and <br /> <br />WHEREAS, in 2021, California Library Literacy Services was awarded one-time funding by the California <br />legislature to be used for English as a Second Language (ESL) services over a five-year period from 2021 to 2026, <br />expanding the ability of libraries to offer adult literacy services to English language learners who had not previously been <br />served; and <br /> <br />WHEREAS, in 2022, Project Literacy was first awarded CLLS ESL funding to expand literacy services at the San <br />Leandro Public Library to include services for English language learners; and <br /> <br />WHEREAS, in 2024, Project Literacy was awarded continuing CLLS ESL funding of $57,598, an award to be paid in <br />two installments spanning a two-year period ($27,011 for Fiscal Year 2025 and $30,587 for Fiscal Year 2026), further <br />enhancing the San Leandro Public Library’s ability to provide the community with free tutoring, services, and programs <br />supporting ESL literacy and English language instruction. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br /> That the City Council accepts and the City Manager is authorized to execute all documents related to the CLLS <br />award for ESL literacy services and programs totaling $57,598 to be paid in two installments spanning a two-year period <br />($27,011 for Fiscal Year 2025 and $30,587 for Fiscal Year 2026); and <br /> <br /> That an appropriation of the CLLS funding of $57,598 to be paid in two installments spanning a two-year period <br />($27,011 for Fiscal Year 2025 and $30,587 for Fiscal Year 2026), in revenue account #150-3607 and expenditure account <br />#150-68-021 is approved; and <br /> <br /> That an original executed agreement shall be attached to and made a part of this resolution. <br /> <br /> <br />
