<br />Amendment No. 1 to <br />Consulting Services Agreement between City of San Leandro and Colleen M. Lopez 4/9/2024 <br />for Asset Management and Monitoring Services Exhibit A – Page 1 of 1 <br />EXHIBIT A <br />SCOPE OF SERVICES <br />1) Provide a training (or trainings) to City staff on the HOME program and in general monitoring of <br />affordable housing assets. The training(s) will cover the basics of federal grant programs and best <br />practices in overall residential asset management, annual reporting, and monitoring process. <br />2) Monitor all of the City’s HOME-funded residential housing units before June 30, 2024. There are <br />7 properties with a total 53 residences (including a single-family home converted to group housing <br />for special needs occupants). Assist staff in reviewing the City’s monitoring forms. Allow City staff <br />to accompany your on-site monitoring visit allowing for hands -on training of the monitoring <br />process. Deliverables include: <br />• Notify property management of the HOME funded housing monitoring process, <br />• Complete a desk review of existing regulatory documents, <br />• Interview the property management staff members to: <br />o Review ongoing management practices (e.g.: Fair Marketing lease -up materials, <br />reasonable compliance with accommodations, affirming accessible housing <br />availability, etc.), <br />o Review ongoing property management practices (e.g.: work order process, <br />unit inspection process, maintenance/repair needs at the property, etc.); <br />o Review financial accounting and internal controls including a review of the <br />annual operating budget and financial audit, <br />o Documentation of resident income eligibility and a sample of the HOME <br />restricted unit files. <br />• Conduct a Risk Assessment that identifies if any of the HOME -funded housing units are <br />likely to fail future monitoring, <br />• Complete and issue a monitoring report to respective property management which will <br />identify if the monitoring found concerns, findings, or that the management was in good <br />standing under the regulatory agreement, <br />• Review responses from property management to the monitoring reports with City staff <br />and issue a close out monitoring letter if all information provided addresses the <br />concerns/findings found during the monitoring visit. <br />3) Support development, collection, and review of annual reports from all of the City’s HOME - <br />funded residential projects. <br />4) Advise on monitoring policies and procedures: <br />• Produce summary schedule of future monitoring and what it should require under HOME <br />funding rules and regulatory agreement. <br />o Desk review vs. onsite visits. <br />o Time intervals for what needs to be monitored and when. <br />• Review and advise on development and updates of City’s monitoring policies for HOME, <br />CDBG, and multifamily projects. <br />• Support development of necessary modules in City Data Services. <br /> <br /> <br />DocuSign Envelope ID: BBC85EC8-48FF-4326-90AD-9C3F1FDA79A7
