nvironmental Checklist <br />measures that, together with other approaches, may help reduce emissions in the City. These contribute to <br />regional pollution control and greenhouse gas (GHG) reduction efforts. <br />The BAAQMD notes a particular need to reduce exposure to particulates and TACs related to freeways and <br />major arterials, especially those with high volumes of truck traffic, as well as exposure related to goods <br />movement and distribution centers. Ambient concentrations of TACs are similar throughout the urbanized area <br />of the Bay Area. The BAAQMD regulates TACs from stationary sources through their permit process; mobile <br />sources of TACs are regulated indirectly through vehicle emissions standards and fuel specifications. <br />The most recently adopted air quality plan for the Bay Area is the 2017 Clean Air Plan, which provides a <br />regional strategy to protect public health and the climate. The Clean Air Plan control strategy includes 85 <br />individual control measures to reduce emissions which are categorized into sectors, including stationary <br />sources, transportation, energy, buildings, agriculture, natural and working lands, waste management, water, <br />and super-GHG pollutants.13 <br />Environmental Setting <br />The primary factors that determine air quality are the locations of air pollutant sources and the amounts of <br />pollutants emitted. Meteorological and topographical conditions, however, are equally important. Atmospheric <br />conditions such as wind speed, wind direction, and air temperature gradients interact with the physical <br />features of the landscape to determine the movement and dispersal of air pollutants. <br />Two types of air pollutants affect air quality in the City: CAPs and TACs. The major source of air pollutants in the <br />City is motor vehicle emissions. Heavy commute patterns throughout the Bay Area have resulted in poor <br />regional air quality levels. The OAK airport terminal is located approximately 0.6 miles west and Interstate 880 <br />is located approximately one mile east of the Proposed Project site. The region's attainment status for the <br />NAAQS is listed in Table 3-2. The Bay Area is considered a nonattainment area for ground -level 03 and PM2.5 <br />under both the CAA and CCAA. The area is also considered nonattainment for PM1O under the CCAA, but not <br />the CAA. The area has attained both state and federal ambient air quality standards for CO. <br />The BAAQMD adopted revised Air Quality Guidelines in April 2022, which contain CEQA thresholds of <br />significance for projects, shown in Table 3-3. These thresholds are for 03 precursor pollutants (reactive organic <br />gas [ROG] and nitrogen oxide [NOx]), PM1O, and PM2.5, and apply to both construction period and operational <br />period impacts. If the daily average or annual emissions of operation -related CAPs or precursors exceeds any <br />of these thresholds, the Proposed Project would result in a cumulatively significant impact.14 Additionally, the <br />2022 Air Quality Guidelines provide significance thresholds for odors at five confirmed complaints per year <br />averaged over a period of 3 years in the project source area.15 <br />13 Bay Area Air Quality Management District (BAAQMD). 2017.
